- To be DBE certified, a firm must be a small business that is owned and controlled by socially and economically disadvantaged individuals.
- To be MBE certified, a business must be at least 51% owned, managed, operated and controlled by an ethnic minority or a group of ethnic minorities on a day-to-day basis.
- To be SBE certified, a business must be independently owned and operated, principally located in California and have 100 or fewer employees, among other requirements.
